Hackney Council approves SPA for Dalston

February 2, 2014

After several years of consultation by the Council and campaigning by local residents, we are happy to announce that Hackney Council has now approved a Special Policy Area (SPA) for Dalston. This SPA will run along the A10 south from the junction between Stoke Newington Road and Evering Road to the junction between Kingsland Road and Middleton Road.

The SPA does not mean that no new licenses will be granted in the area. But it does mean that the cumulative impact on local residents has to be taken into account before granting a new license. It does not apply to existing licenses which can continue to operate under their existing conditions.

The decision to adopt the SPA was based on evidence that:

  • there has been a significant increase in the number of licenses granted since 2009
  • licensing complaints have risen significantly since 2010
  • theft and handling allegations increased by 94% between 2009 and 2012
  • alcohol related ambulance callouts increased by 55% between 2009 and 2012
  • waste services report continued pressures in Dalston, along with Shoreditch
  • Dalston is the second highest ward for noise complaints related to the night time economy (after Haggerston)
  • Police and Wardens report frequent incidences of anti-social behaviour
